STATE LEVEL BANKERS COMMITTEE


The State Level Bankers Committee is convened  meeting in every quarter end of the financial year and review the performance of the banks’ various difficulties, progress made under various parameters and the desired CD ratio has to be achieved. During the meeting the current economic situation is being analysed and called for resiliencies from the banks. All banks 82% of disbursement had been made under ACP 2008-09 upto 15.12.2008 and made out a case for increased lending to Agriculture considering the extensive crop damage due to rain and floods. In respect of credit to SME sector the fresh lending as well as close monitoring of existing units so that possible slippage will be arrested. 

As to micro-credit the Regional Rural Banks and Lead Banks are using SHGs for recovery in government sponsored scheme. Simultaneously banks are also given importance for schemes for the welfare of SC/ST, Women and Minority Communities.

The devastation caused by the intensive cyclonic storm “Nisha” in Puducherry and Karaikal regions in 2008 had estimated the damage at Rs 114.92 crores. During the cyclone 7,607 hectares of agriculture land in Puducherry and 6,107 hectares in Karaikal had been affected. As per the detailed guidelines available in RBI’s Master Circular in natural calamities, the banks in Puducherry and Karaikal necessary assistance had been provided to the needy people such as rescheduling, restructuring and rephrasing of existing eligible loan. Under LBR submission 100% had been made by bankers.

Various subsidy programmes of Government like Storage, Marketing, Energy Conservation and Animal Husbandry are explored and assistance given to the farmers as most of the schemes are credit linked and subsidy is lack ended and released by NABARD directly. There is need for focused attention on growth of agriculture. Agri-counselling like in Tamil Nadu is taken up where farmers are trained in latest technology like precision farming, organic farming etc.

The inflation index of industrial production for October 2008 has seen a decline on a year-over-year growth basis. However the UT of Puducherry with its mixed economic scenario and scope for variety of activities promises to win over the situation. The only thing required now is out relentless in growth strategies. In the unique mixed economic scenario of UT of Puducherry still agriculture continues to dominate the economy of UT of Puducherry despite the fact that urbanization in UT accounts to 66% against the national average of 26%. Contribution by secondary sector has seen a sharp rise in the UT of Puducherry.

There are 130 bank branches of 40 Banking Institutions in the UT, which works out to an average per branch population of 7494. The latest entrant in the fray, Puduvai Bharathiar Regional Rural Bank had opened four branches and commenced operations successful in the UT of Puducherry.  The details of Banking Development in U.T. of Puducherry are as follows:
