TWENTY POINT PROGRAMME


          Alleviation of poverty and improving the quality of life of the people, especially of those who are below the poverty line, has been the Prime objective of planned development in the country.  In recent years, the meaning of economic development has shifted from growth in per capita income to the expansion of opportunities.  Development of human capability can broadly be seen as the central feature of the process of growth.  Government of India, through different programmes / schemes, is helping its citizens to expand their capabilities.

          A package of programmers comprising schemes relating to Poverty Alleviation, Employment Generation, Education, Health, etc. called the Twenty Point Programme ( TPP ), has been in operation since 1975.  Over the years, the need for restructuring the Programme has been felt in the light of our achievements and experiences, as well as the introduction of several new policies and programmers by the Government of India.  Although the TPP has been in existence for three and half decades, as the desired objectives of eradication of poverty and improvement in the quality of life of the common man have yet to be completely attained.  The Twenty Point Programme has been restructured in 1982 and 1986 and subsequently in 2006.  The rechristened  20 Point Programme-2006 are as follows:

 The restructured programme now called Twenty Point Programme-2006 has come into effect from 1.4.2007.

 Monitoring of Twenty Point Programme

 There are 66 items under 20 Point Programme.  Out of which monthly monitorable items are 22 which are shown below.

    1)           Employment Generation under the Mahatma Gandhi National Rural Employment Guarantee Scheme.

    2)           Swaranjayanti Gram Swarojgar Yojana (SGSY)

    3)           Self Help Groups formed under SGSY

    4)           SHGs to whom income generating activities provided under SGSY

    5)           Distribution of Waste land to landless

    6)           Targetted Public Distribution System (TPDS) for AAY, APL and BPL

    7)           TPDS only for Antyodaya Anna Yojana (AAY)

    8)           TPDS only for Below Poverty Line ( BPL )

    9)           Rural Housing for Indira Awaas Yojana (IAY)

    10)        EWS/LIG Houses in Urban Areas

    11)        Slipped back habitations and habitations with water quality problems addressed under ARWSP

    12)        Sanitation Programme in Rural areas

    13)        Institutional Delivery

    14)        SC families assisted

    15)        Universalisation of ICDS Scheme

    16)        Functional Anganwadies

    17)        Number of urban poor families assisted under seven point charter

    18)        Area covered under Plantation on Public and Forest Lands .

Based on the Monthly Progress report furnished by implementing departments a consolidated report on the implementation of 20 Point Programme is sent to Ministry of Statistics and Programme Implementation and other Central Ministries concerned.

            In respect of Puducherry, the following 15 monthly monitorable items are as follows:

  1. Individual Swarozgaries Assisted under SGSY

  2. SHGs to whom income generating activities provided

  3. Food Security TPDS and AAY

  4. Rural Housing Indira Awaas Yojana

  5. EWS/LIG Houses in Urban Areas

  6. Rural Areas Accelerated Rural Water Supply Programme (ARWSP)

  7. SC Family Assisted

  8. Universalisation of ICDS Scheme

  9. Functional Anganwadies

  10. Number of Urban poor families assisted under seven Point charter viz. land tenure, housing at affordable cost, water, sanitation, health, education and social security

  11. Afforestation

  12. Rural Roads - PMGSY

  13. Rajiv Gandhi Grameen Vidyutikaran Yojana RGGVY

  14. Energising Pump sets

  15. Supply of Electricity

 Planning and Research dept. is the Nodal department and Director(Plg.) is the Nodal Officer for monitoring the Twenty Point Programme - 2006. 

The performance  of States under different items is assessed on the basis of actual achievements against targets.  The performance for each item is classified on the basis of percentage achievement into three categories, namely:

Very Good   -   90% and above achievement of the target for the period.

Good             -    80% to 90% achievement of the target for the period.

Poor              -    Below 80% achievement of the target for the period .

 State score card

             The criteria for overall assessment of the performance of states has been adopted by assigning category-wise marks as indicated below:

           Category :A: 90% or more achievement                                               3

            Category B  Percentage achievement above national average      2

            Category C Percentage achievement below national average       1

            Category D Nil performance                                                                0

             For the ranking of the States, the all-India percentage achievement is taken as the national average.

             On the basis of the total marks scored by each State, a ranking table is prepared each month and is presented in the Monthly Progress Report ( MPR ).
